What is Local Law 11?

Local Law 11, part of the NYC Facade Inspection & Safety Program (FISP), requires buildings taller than six stories to have their exterior walls inspected every five years. A licensed engineer or architect, called a Qualified Exterior Wall Inspector (QEWI), inspects the facade and files a report with the NYC Department of Buildings.

Every facade is classified one of three ways:

• Safe: no repairs needed right now.
• SWARMP (Safe With a Repair and Maintenance Program): repairs must be made before the next inspection cycle, or the condition becomes Unsafe.
• Unsafe: the owner must protect the public right away, usually with a sidewalk shed, and make repairs promptly.

Missed filings and unrepaired conditions can lead to DOB violations and penalties, and sidewalk sheds get more expensive every month they stay up. That’s why fast, reliable repairs matter.
